BlueDAG is a team of ADA inspectors, CASp specialists, software engineers, and compliance professionals who got tired of watching accessibility work stall after the consultant left. We build the tools and provide the support that keep government agencies moving on their obligations long after the first audit is filed.
BlueDAG started in 2016 when a software company, Technicate, connected with two senior CASp trainers and inspectors who had a problem. They had spent years trying to align all the standards, figures, and legal information around ADA inspections in a way that actually helped their customers fix accessibility issues faster. Nothing on the market did it well.
Technicate invested in the idea and built a full commercial inspection platform with a mobile app to go with it. Once that platform was finished, the team started drawing attention from government compliance personnel. That led to the first complete ADA Title II platform. It took off from there.
Today BlueDAG is used across the ADA industry and known in construction and architecture firms throughout the country. The team that built it still runs it: inspectors, CASp specialists, software engineers, and client support staff who work with agencies directly.
Most accessibility vendors specialize in one slice of the problem. BlueDAG is strongest when those parts work together as one system.

Founding applications developer of the BlueDAG platform. Damon oversees and implements BlueDAG's strategic work on accessibility and long-term client impact.

Chief of Accessibility
Paul is a CBO and California CASp-certified accessibility professional with deep expertise in ADA facility evaluations, public right-of-way assessments, and plan reviews. As BlueDAG's Chief of Accessibility, he leads the standards and methodology that govern how accessibility work is conducted and documented across the BlueDAG network.
Director of Content and Compliance
A Registered Certified Access Specialist in California, CASp-certified in California since 2009, Victor has conducted hundreds of accessibility surveys across multiple jurisdictions and helps maintain the compliance logic embedded in the platform.
Director of Marketing
Ed leads BlueDAG's promotion, outreach, and brand awareness, working across sales and product development to bring the platform's capabilities to the agencies that need them most.
Senior Software Developer
Lead engineer on the BlueDAG platform, Carina handles high-priority development issues and ensures code quality with a relentless focus on user experience.

Kevin maintains BlueDAG's software products and contributes to the continuous development of new features that serve inspectors and administrators in the field.

Jessica engages with new and existing clients to understand their accessibility goals and guide them through BlueDAG's platform and services. She also brings that commitment to the field, supporting CASp-certified specialists on BlueDAG's junior inspection team with facility evaluations and accessibility barrier documentation.
Sales & Junior ADA Inspector
Austin works with prospective and existing clients to prepare custom proposals and help agencies find the right BlueDAG program for their accessibility goals. In the field, he serves on BlueDAG's junior inspection team, supporting CASp-certified specialists during facility evaluations and barrier documentation.

BlueDAG was built from the inside out by professionals who have lived the complexity of Title II compliance. The team understands the legal framework governing government accessibility obligations, from the ADA Standards for Accessible Design to Section 508 requirements and state-level regulations. That expertise is embedded directly into the platform's data structures, workflows, and reporting outputs, so that every transition plan BlueDAG produces is clear and review-ready from the start.
The BlueDAG platform was not assembled from off-the-shelf components. It was built for the operational problems that make ADA compliance hard for government agencies: field data collection at scale, multi-user coordination, and reports that are consistent and review-ready. Senior Software Developer Carina Wehr leads a development team focused on reliability, accessibility, and day-to-day usability.
Victor Felix, CBO CASp, brings more than fifteen years of hands-on accessibility survey experience to the BlueDAG team. As a Registered Certified Access Specialist in California, Victor helps ensure that BlueDAG’s inspection methodology stays grounded in real field practice and accurate accessibility documentation. That experience directly informs how findings move from inspection workflows into usable compliance records.
